ARKANSAS CITY — City Clerk Tiffany Parsons was recognized at the Nov. 18 City Commission meeting for completing the City Clerks and Municipal Finance Officers Association of Kansas Municipal Clerks Certification Institute, a four-year professional development program offered through Wichita State University’s Hugo Wall School of Public Affairs.
Parsons graduated from the program Oct. 28. The certification reflects more than 120 hours of advanced in-class training in municipal records management, budgeting, accounting, leadership, administrative law, ethics, conflict resolution and cybersecurity. The program is accredited by the International Institute of Municipal Clerks and includes a capstone project and online pre-course modules.
Parsons was one of 22 graduates in the Class of 2025.
City Manager Randy Frazer said the achievement marks a meaningful milestone that reflects her commitment to professional growth.
“Tiffany brings a steady hand and a high level of professionalism to the clerk’s office,” Frazer said. “This certificate strengthens the work she already does each day for our community.”
The CCMFOA Municipal Clerks Certification Institute is regarded statewide as a leading training program for municipal clerks and finance officers, helping ensure local governments maintain consistent, well-trained administrative leadership.
