A Wichita man remained in the Cowley County Jail Tuesday after an investigation into impaired driving led to his arrest in Ark City over the weekend.
39-year-old Brock L. Blumenstein was booked into jail on charges of DUI 2nd offense, possession with intent to distribute a controlled substance, driving while suspended 3rd offense, possession of paraphernalia and warrants out of Montgomery County. His bond is set at $50,000.
State corrections records show Blumenstein has a felony drug conviction in Cowley County dating back to 2016. He also has two previous felony convictions in Montgomery County.
Around 6 p.m. Friday, Arkansas City Police Officers were dispatched to the 2400 block of N. Summit Street following a report of an impaired driver operating a red Cadillac.
Officers located the vehicle in the Walmart parking lot and found an individual in the driver’s seat. The driver appeared to be under the influence of a controlled substance, according to a report from police. During the investigation, officers determined that the individual had recently driven to Walmart from Hibbett Sports.
The driver was identified as Blumenstein. A Drug Recognition Expert from the Kansas Highway Patrol was called to assist and conducted an evaluation, confirming the suspicion of impairment.
During the investigation, officers discovered illegal controlled substances inside the vehicle. They also learned that Blumenstein had multiple outstanding warrants, including two Failure to Appear warrants out of Montgomery County for Distribution of Controlled Substances.
Upon taking Blumenstein into custody, officers found over $1,200 in cash on his person. The money is suspected to be linked to the illegal distribution of controlled substances, police said.
