KBI arrests Ark City man for rape and other crimes, following investigation

An Ark City man has been arrested – with bond set at $500,000 – on charges of rape and other crimes against a child. The Kansas Bureau of Investigation announced the arrest late Thursday.

40-year-old Brian W. Black was taken into custody without incident at his residence Wednesday by KBI agents and deputies from the Cowley County Sheriff’s Office. He was arrested on a warrant for three counts of rape, three counts of aggravated sexual battery, two counts of exploitation of a child, two counts of lewd and lascivious behavior, abuse of a child, and battery.

Black remains in the Cowley County Jail.

In Sept. 2023, the Sheriff’s Office requested KBI assistance with a sexual assault investigation involving a 16-year-old female who had reported that Black had raped her. Special agents began investigating.

They conducted interviews, executed search warrants and gathered evidence. Sheriff David Falletti said his office requested KBI assistance because the alleged victim had moved out of town.

The investigation is ongoing. Nothing further will be released at this time, the KBI said through a written statement.
