Leadership changes announced for Ark City’s Environmental Services Department

With the recent retirements of longtime City of Arkansas City employees Rod Philo and Tommy Bowman, the Environmental Services Department has welcomed new leadership. 

Kyle Blubaugh has been promoted to Environmental Services Superintendent, replacing Philo. Blubaugh previously served as Assistant Superintendent under Philo’s leadership. 

Spencer Stover, who worked closely with Bowman, has stepped into the role of Wastewater Treatment Supervisor. 

Mick David has been promoted to Water Treatment Facility Supervisor, succeeding Mike Frank, who retired in April  2024 after 27 years of service. 

“These leadership changes ensure the continued success of our Environmental Services Department,” said City  Manager Randy Frazer. “Kyle, Spencer, and Mick have demonstrated outstanding dedication and expertise. Their  promotions reflect their hard work and the high standards they uphold. We are excited to see them lead and serve  our community in their new roles.”
