Traffic stop leads to arrest of Winfield man facing charges in 2 counties

A Winfield man remains in custody following an incident in December in which he provided a false name during a traffic stop and then fled on foot.

33-year-old Clinton Kilmer was booked in the Cowley County Jail Dec. 16 on charges of criminal possession of a weapon, interference with law enforcement, flee and elude, possession of stimulant, possession of drug paraphernalia, and driving while suspended. Since then, Kilmer has been sentenced to probation on some local charges he faced.

On Thursday, he was released into the custody of Sumner County authorities who had placed a hold on him related to other charges pending against him.

His most recent run-in with the law began with the traffic stop in mid December.

The vehicle in question was observed not stopping for a red light, a traffic stop was conducted and during the stop it was believed the driver provided a false name, according to police chief Robbie DeLong. While the officer was trying to determine the driver’s name, he exited the vehicle and fled on foot.

Kilmer was eventually detained near the 200 block of West 9th. During the subsequent part of the investigation a small baggy containing a substance believed to be methamphetamine was located, also located was an item believed to be drug use paraphernalia.

Officers also located a firearm in the vehicle as well.

A passenger in Kilmer’s vehicle left the scene while officers were searching for Mr. Kilmer. He was not identified by name.

State records show Kilmer is a previously convicted felon.
