USD 470 board wrap: Pfannenstiel begins transition into superintendent role

It was a light agenda Monday for the USD 470 Board of Education, with routine approvals and end-of-year items making up most of the meeting.

A notable administrative move, though, came as the board approved changing Will Pfannenstiel’s title to interim superintendent, effective immediately, along with an adjustment to his daily rate of pay.

Otherwise, the meeting focused largely on updates and housekeeping as the district moves toward the end of the fiscal year.

The board approved revisions to student handbooks for the 2026–27 school year. District officials said the changes are intended to align language across grade levels and clarify expectations, including attendance practices. No major policy changes were included.

In personnel matters, the board accepted several resignations and retirements, including ESOL teacher Anel Giles-Obregon, Director of Maintenance Russel Gregory, lunch clerk Jesse Hernandez and library aide SaFira Liles. Reassignments and new hires were also approved.

Board members also recognized student and staff accomplishments, including Arkansas City High School music ensembles earning top “1” ratings at the state large group festival, along with honors for Kansas CTE Scholars, educator Mr. Stinemetze and Activities Director Aaron Bucher.

Reports to the board included results from a staff climate survey, which indicated generally positive relationships with supervisors while identifying areas for improvement, including workload and student behavior systems. Continue below ad.

A separate report on student device use found most use supports learning, though some off-task activity and inconsistencies between classrooms were noted. The district plans to develop more consistent guidance.

Jefferson Elementary students and staff presented on the need for a new playground structure, citing safety concerns.

The board also approved routine year-end budget steps and set a special meeting for noon June 30 to finalize the fiscal year.

Discussion continued on development of a districtwide strategic plan that would include input from staff, students, families and the community.
